Actualmente, es profesora e investigadora de tiempo completo del Departamento Académico de Derecho y Directora del Programa de Derecho y Salud Pública. Es Licenciada en derecho por el ITAM, Maestra en Ciencias Jurídicas por la Universidad Panamericana y Doctora en Derecho por esta misma Universidad.
Es titular y coordinadora de las materias de Derecho Constitucional II y de Derecho Público. También, coordina las materias de Fundamentos Jurídicos e Instituciones de Derecho Público y en la maestría de Políticas Públicas imparte la materia de Derecho y Salud.
En el Programa de Derecho y Salud Pública ha organizado importantes foros y diálogos académicos con instancias gubernamentales, organizaciones de la sociedad civil, sector privado y diversos actores nacionales e internacionales para abordar de manera multidisciplinaria temas relevantes en torno a derecho y salud. Ha colaborado con diversas instituciones académicas como: el Instituto Nacional de Salud Pública, el Instituto de Investigaciones Jurídicas de la UNAM, el centro de Derechos Humanos Francois Xavier Bagnaud de la Universidad de Harvard, escuela de Salud Pública de la Universidad de California Berkley, el O'Neill Institute de Georgetown University y la Iniciativa Salud Derecho del Instituto del Banco Mundial, entre otras. Como investigadora principal, ha recibido financiamiento del Fondo Sectorial de Investigación en Salud de CONACYT para estudiar la judicialización del Derecho a la Salud en México.
Como parte del Programa, la Dra. Charvel mantiene un grupo activo de alumnos de diferentes carreras que les permite incorporarse de manera activa a la investigación en derecho y salud.
Es miembro del Comité Técnico de la Iniciativa Salud Derecho del Instituto del Banco Mundial y forma parte del Consejo Directivo de la colección de libros “Derecho, Salud y Bioética” de la Editorial Fontamara.
Su investigación se centra en temas de derecho y salud entre los que se incluyen: derecho a la protección de la salud, regulación sanitaria, priorización de insumos e intervenciones para la salud, judicialización del derecho a la protección de la salud, regulación efectiva para la prevención de la obesidad, las enfermedades crónicas y transmisibles y la rectoría del sector salud.
Cuenta con diversos artículos publicados sobre temas de salud y derecho en revistas de divulgación y arbitradas nacionales e internacionales y ha participado como ponente en numerosos congresos y foros dentro y fuera del país.
Sofía is currently a full time Professor and Researcher at the Academic Department of Law, and Director of the Public Health Law Program at the Autonomous Technological Institute of Mexico, ITAM. She obtained a Bachelor´s Degree in LAW from the ITAM Institute, and earned a Master´s Degree in Judicial Science from the Panamerican University (UP), followed by a Ph.D. in LAW from this same University.
She is the head professor and academic coordinator of the subjects Constitutional Law II and Public Law, as well as the coordinator of the subject Legal Foundations and Public Law Institutions. She also teaches the subject Health and Law at the Public Policies Master´s Degree Program.
As Director of the Public Health Law Program, she has organized several forums and academic dialogues with governmental institutions, civil society organizations, the private sector and several national and international personalities on relevant topics regarding law and health. She has collaborated with several academic institutions such as the National Institute of Public Health, the Francois Xavier Bagnaud Human Rights Centre at Harvard University, the School of Public Health at UC Berkley, the O'Neill Institute at Georgetown University and the Health Law Initiative of the World Bank Institute, among others. She has received funding from the Health Research Sectorial Fund of CONACYT.
In the Public Health Law Program she has mentored several students from multiple careers to increase their interest in law and public health.
She is a member of the editorial board of the collection called “Law, Health y Bioethics” of the Fontamara publishing house, and member of the Health Law Initiative Technical Committee of the World Bank Institute.
Her research centers on health and law topics, among those included are: right to health protection, sanitary regulation, prioritization of health goods and interventions, judicialization of the right to health protection, regulation of chronic and transmissible diseases, and the regulation of the health sector.
She has written several published articles on health and law, exposed in national and international dissemination magazines and has participated as a speaker in forums and conferences in Mexico and abroad.
